Meghan is an experienced advisor with expertise facilitating effective locally-led and locally-owned programming and promoting equitable partnerships in developing countries. She has 15 years of experience working with local organizations and networks of local organizations in the public and private sectors, with a particular focus on monitoring, evaluation, and learning (MEL) and collaborating, learning and adapting (CLA).  Her passion is in strengthening diverse capacities of local actors to use systems thinking, lean data, and adaptive management to drive inclusive growth and improved outcomes for the vulnerable. She has action learning groups in Mozambique, facilitated peer-to-peer learning opportunities through communities of practice engaging local organizations in Asia and Latin America, implemented and evaluated local capacity strengthening assessments and implementation plans (using tools like OCA, OPI, and others) from Azerbaijan to Uganda. She has led assessments of trust and proposed recommendations to address norms (informal and formal) by using collective action and co-creation. She has conducted local systems analyses in Peru, Mozambique, Rwanda, Honduras, Mexico, Kosovo, the Occupied Palestinian Territories and Nepal. She enjoys analyzing power dynamics and working to shift power for more inclusive growth and outcomes. She has also used outcome harvests and most significant change methods to make sense of complexity.
